Technical Quality of Service Regulation

Webinar on Technical Quality of Service Regulation for the African Forum for Utility Regulators (AFUR) With support from the United States Agency for International Development (USAID) and Power Africa, the National Association of Regulatory Utility Commissioners (NARUC) is seeking experienced volunteers to support a webinar on technical quality of service (QoS) regulation for members of the African Forum for Utility Regulators (AFUR). This is the last in a series of four webinars designed to further AFUR’s mission to facilitate the development of effective utility regulation in support of Africa’s infrastructure development. Technical QoS regulation falls under a regulator’s technical responsibilities. QoS is the totality of characteristics of power supply services that bear on its ability to satisfy the needs of consumers (typically end-users). Technical QoS can be divided into two sub-categories: (1) continuity of supply (CoS), and (2) voltage quality (VQ). This webinar will run for two to three hours with time for questions and discussion. Illustrative presentation topics include:
  • International best practices in QoS regulation
  • Power supply VQ measurements
  • Challenges in regulating QoS and assessing CoS indicators
  • Data reliability templates
  • Facilitated discussion on regulatory strategies for improving data availability, accuracy, and consistency.
