AFUR delivered a week-long capacity-building training in Madagascar on the AFUR Enhanced Mini-grid Tariff Tool, under Phase II of the Mainstreaming Mini-grid Tariff Settlement Tools project (AMGED).
A team from AFUR travelled to Madagascar to conduct an in-country capacity-building training on the AFUR Enhanced Mini-grid Tariff Tool. The training was graced by the Deputy Director General of ORE and brought together 26 attendees from the Ministry of Energy and Hydrocarbons (MEH), ADER/ARELEC, JIRAMA, private mini-grid developers, and development partners in the country. Gender distribution over the full week was 65% male, 35% female.
AFUR presented the overall mini-grid project from its inception in 2021, covering Phase I through Phase II, together with an overview of Madagascar's energy landscape — current electrification levels, sector challenges, and opportunities for decentralised solutions. The tariff tool was demonstrated using data from two solar projects — one from the government utility and one from a private sector player — showing useful variances in operations even though the resulting tariffs were close.
On the final day, participants were grouped into two teams and tasked with developing full business case presentations. There was strong interest in the benchmark data being assembled under Work Package 5, with Malagasy officials keen to contribute data to support better national decisions. Discussions surfaced key implementation challenges: desired tariff caps set by government, limited trust between public and private sectors, the need for refined mini-grid regulation, and the need for more regulator training.
AFUR also ran a brief walk-through of the AFUR African Model Mini-grid Regulations Tool, simulating draft regulations for Madagascar's case.
