Djibouti In-Country Training — AMGED Project (Phase II)

AFUR delivered a week-long capacity-building training in Djibouti on the AFUR Enhanced Mini-grid Tariff Tool, with 30 participants across ministry, utility, and development-partner stakeholders.

A team from AFUR travelled to Djibouti to conduct an in-country capacity-building training on the AFUR Enhanced Mini-grid Tariff Tool. The training was graced by the Permanent Secretary of the Ministry of Energy, the Renewable Energy Director at the Ministry of Energy, and officials from UNDP Djibouti, Rural Electrification, the National Environment Authority, and the national power utility EDD. A total of 30 attendees participated throughout the week, with a gender distribution of 55% male, 45% female. AFUR presented the overall mini-grid project from its 2021 inception through Phase II, alongside an overview of Djibouti's energy landscape. The tariff tool was demonstrated using data from three solar projects — all currently driven by the government utility and rural electrification arm, as private sector involvement in Djibouti's mini-grid space remains minimal. On the final day, participants developed full business case presentations for three sites currently going through tariffication. There was strong interest in the benchmark data under Work Package 5. Discussions surfaced familiar implementation challenges: government-set tariff targets, limited public-private trust, the need for refined mini-grid regulation, and the need for further regulator training. AFUR also ran a brief walk-through of the AFUR African Model Mini-grid Regulations Tool, simulating draft regulations for Djibouti's case.
