Terms of Use

Please read these terms carefully before using AFUR's tools and templates.

Last updated: April 2026

1. Acceptance of Terms

By accessing and using the African Forum for Utility Regulators (AFUR) website, tools, and downloadable templates, you accept and agree to be bound by these Terms of Use. If you do not agree to these terms, please do not use our services.

2. Purpose of the Tools

AFUR's regulatory tools, including the Mini-Grid Regulation Tool, are designed to assist African policymakers and regulators in developing tailored regulatory frameworks. The generated templates are intended as a starting point and should be adapted to each country's legal, policy, and market context by qualified regulatory experts.

3. No Legal Advice

The content generated by AFUR's tools does not constitute legal, financial, or regulatory advice. AFUR, its partners, and contributing experts make no warranties about the completeness, reliability, or suitability of the generated templates for any specific jurisdiction or purpose. Users are responsible for ensuring that their adopted regulations comply with all applicable national and international laws.

4. Intellectual Property

The Mini-Grid Regulation Tool was developed by AFUR in collaboration with GET.transform (an EU programme), with expert input from GFA Group, INENSUS, and Detail Solicitors. Content drawn from the IFC Scaling Mini-Grid Concession Agreement templates remains subject to IFC's own terms. Users may freely use the generated templates for non-commercial regulatory development purposes. Redistribution, resale, or commercial licensing of the tool itself is not permitted without written consent from AFUR.

5. Limitation of Liability

To the maximum extent permitted by law, AFUR and its partners shall not be liable for any direct, indirect, incidental, consequential, or punitive damages arising from the use of or reliance on the tools, templates, or any information provided through this platform. Users assume full responsibility for reviewing, adapting, and validating any regulatory content before adoption.

6. Data and Privacy

AFUR collects limited usage data to improve its tools and track adoption across member countries. Country adoption records may be displayed publicly on the dashboard for peer learning purposes. We do not share personal contact information with third parties without consent. For details, contact info@afurnet.org.

7. Changes to These Terms

AFUR reserves the right to update these Terms of Use at any time. Material changes will be communicated through the AFUR website. Continued use of the tools after any such changes constitutes acceptance of the revised terms.
